The cattle clearly is weak and the herders don't expect that they will survive up until the end of the year, when the next rain might come. Selling is also not an option, since currently a cow is only sold for N$200 - 300, while they usually sell for 10 times the price. Even governments subsidy of N$300 is little in comparison.
